  1. what? yes. the police can pull you over and take everything in your possession at any point because they simply say they believe it's the proceeds of crime and you'll never get any of it back. it's a legit problem in some parts of america... you should look into it.

  4. commandeer is a generic try for taking control of something. it's just an old term. jonny never suggested that commendeerment was nautical, I think you may be confusing it with commendation... as in commander norrington being pernounced in an english accent and sounding like commandeer, he was a governer and therefore a commander.
