  5. islands aren't meaningless... they extend the nations economic zone. whoever owns those little islands also owns the rights to everything for hundreds of miles around them. likewise whoever controls hans island controls that stright which is likely to become a huge shipping lane in the coming decades... so ya, it got important, that's why they settled it... not to mention russia is always eyeing the northern seas.

  23. detonate another nuke ahead of the wave... if done right it should be able to push it back down enough to save part of a city at least... though the ocean would still be irradiated, but that's not a thing anyone seems to care about (cough japan).
