wtf are these laws? you're just going to charge everyone with everything? this is why people don't take the law seriously... and you can't be charged for murder because you failed to do something... he didn't physically move the guy into the path of the bus or convince him to stand there, he just neglected to tell him there was a bus coming. and the joker is trying to kill people and possibly sexually assault that woman, so why does batman have to withdraw? you're contradicting yourself.
