the decline started with DS9, it was a proto-Discovery, its just they were held back from their full wokemon potential because they were trying to not completely alienate fans of the show. sadly after 2009, those restraints were removed and we see what DS9 could have been if left to their own devices without boundries in the faces of STD and ST Picard. From the hamfisted over the top racism episodes to Dukat literally becoming the Space Devil complete with magical superpowers.
