It's attached to the reactor building, and one of those trucks catching fire there would be a Bad Thing. What's interesting about the refinery attacks is that they're not economic strikes. Natural gas is a separate industry with its own huge infrastructure, and the Ukrainians haven't been hitting that. Russian crude is "heavy sour" oil which contains a lower percentage of valuable volatiles and a lot of sulfur. It is party refined to get the good parts, then the rest is "mazat", a thick oil used in boilers and ships. It has to be pre-heated to use in a burner. The amount of mazat that Russia produces to get the valuable fractions is so high that it is abundant and cheap domestically and there hasn't been any incentive to modernize to cleaner fuels. Russian ships and factories produce clouds of black smoke as a result. Without these refineries, Russia won't be able to produce enough diesel, gas, lubricants to fill the army's needs and the transportation of everything it needs to move inside its own territory. Hard times ahead for the Rodina.
