What they do now is always influenced by institutional preferences bred into each service.

  4. The other Arab countries not letting them in is what made them this way. Their grandparents walked to the borders to give five professional armies a clear field. No one forced them to leave; their own leaders told them to do so, expecting all the Jews to be dead in a week. When that didn't happen, the Israelis would only let them in if they would agree to be citizens (yes, I know that's oversimplified), and the Arab countries wouldn't let them in at all. They've been too useful as a way to distract the peasants from getting upset at their own rulers. They're spent three generations in "temporary" camps, getting more radicalized the entire time.
