"Corruption" when applied to anyone at the rank of Colonel or above, was always used by the Soviets as a way to show that someone, or a group, was out of favor. Popov isn't the only one who should be nervous. "Corruption", when applied to lower ranks, is used as a way to send a message that things need to be tightened up. Early in the war, there was a classic example of this when a Lieutenant, a Captain, and a Major were charged with corruption for selling off fuel. The Colonels are the ones who make the most profit off grifts like this, but none were charged. It's a way to send a message without directly dealing with people who have patrons higher up and connections. When a General gets charged, all the people who supported him and the ones who rode his coattails are also at risk, and they know it. Tends to make them even more compliant.
