Frankly, how can he preach to a congregation? What moral discourse can he engage in that can be listened to by a public yearning for spiritual guidance?

Every day he hangs on just adds to the damage inflicted on the Church's reputation. Which brings to mind one Mr Ed Davey's overseeing of The Post Office in a comparable scandal.) These are truly awful people.
