Ok 1-2 here and there may actually give up the rest are simply not able to because they don't have the intelligence to stop or the society they live in has given up on them because they can't stop stealing. Look it is the police that are causing the problem with their on the spot fines ,they won't actually go and get rid of the drug dealers they only make money from the customers as they leave the drug dealers house so their responsible for keeping people addicted to these horrible substances but they're making too much money to stop which is why Australia now is invested with ice .
