Julius Caesar and several Emperors did try to solve the problem However, economic problems amd corruption are things that continue to pop-up over time. If the government doesn't fix it everytime it will eventually collapse By the 4th century, Rome couldn't fix its problem. Tax-free money-spending Christianity didn't help
