  2.  @FireyCam  That’s true. I thought about it and this is what I came up with: there is a big push right now in the United States to give lawmaking authority to the individual states. The people of the state elected their representatives and this is the law the Reps passed: Don’t drive a car on a public street without a license plate. People are responsible for knowing the laws. So maybe the guy keeps the points as his part of the responsibility.
