  9. Well, he's not in CONGRESS. If you were to ever read the US Constitution, you might notice that only Congress can declare war. And only Congress controls the purse strings. And Republicans in their supreme stupidity still have not elected a Speaker. So neither the House nor the Senate can enact legislation.
