Yes. In Chinese languages (Mandarin, Cantonese etc..) and a lot of Pacific Island languages, words or phrases are often repeated for emphasis. e.g. 'xiao' means small, but 'xiao xiao' can mean 'really small'. 'Mao' means cat (yeah, I know, really inventive :P) but 'mao mao' means 'kitty' or 'kitten'. Same with dog and puppy. Repeating the phrase someone has said, as with any language, can also mean you have acknowledged what they said or help you remember what they said.
