Well, the Australian government is working with Australian universities to expand or open campuses of Australian universities in Vietnam. They aren't doing it out of the goodness of their hearts. It is totally calculated. Soft power. More exposure to Australian culture and education = more likely Australian companies would hire graduates of these Australian universities to help head up and run operations in Vietnam because it's far easier to do business with and get personnel to assist in you setting up there if the person you are hiring knows both cultures, both languages and were educated in your universities. The Warsaw Pact block did this when Vietnam was under their influence as well e.g. the more well known East German coffee crisis. This is just the modern iteration as Vietnam looks more towards the West politically to counterbalance China in the South China Sea and the economic aspect as stated here.
