I ran the Arizona-New Mexico grid for 4 years as an Operations supervisor for APS. This Idea is old, it has too many disadvantages. Reliability is a major problem, turf wars is another. When they tried to tie the Texas Interconnection to the Western Interconnection, it did not work, its the tail wagging the dog. Possibility with modern DC ties you could make it work. That's what Texas does right now. The losses would be high, at a guess 30% that's a lot of heat generated for no profit. I thought a lot about these things when I was working, but now pretty much leave it to others. As long as companies do such a bad job, reference Calif and Texas, it won't be possible. APS wasn't much better, but at least they are rational and have good companies to work with, SRP and Arizona Power Authority among others.
