Ukraine does pay their soldiers most of the time, but the salary is like 600€ so when a german,french or american goes to Ukraine then they dont do that for the 600€ it is due to ideological reasons. Here is the oxford definition for mercanary:“primarily concerned with making money at the expense of ethics.“ A mercanary also goes to the war voluntarily, but as it says they go to make money. So when a nepalese goes to Ukraine it is mainly do to good money. Russia pays you up to 2000€ a month which is extremely good for a nepalese or cuban. So those people fight for money therefore they are mercanaries. Also I think a mercanary isnt that bad back in the day they were normal
