  1. Why was the helicopter flying so high? The plane was cleared to land and had the right of way. Did the crew on the helicopter not see the plane at all? Plane was headed south to land. 400 feet above the river. Copter t boned the plane. Pat 25 didn’t see the plane. How did they not see it. The plane had lights on. If they had night vision goggles on that would have flared out. I don’t know how they could not see the plane on radar, infrared? Or something.
