  1. Yes you are correct. Naturalized citizens gain citizenship in Uruguay, but they do not receive Uruguayan nationality, and it says it on the passport. Customs agents WILL have questions for you if you try to use the passport, and you may be required to get additional visas depending on how scary your original nationality is (it will be where you are born). I have no idea why a Uruguayan passport would be on this list, it shouldn't be until the Uruguayan government changes this law - and they aren't in a hurry. Uruguayan permanent residency may be worth it, the passport, no.
