I believe the Canadian Parliament is run on similar lines to the UK Parliament......ALL QUESTIONS HAVE TO BE BROUGHT BEFORE THE COMMITTEE MEMBERS, AND ARE THEN VOTED UPON....EVEN MEMBERS OF PARLIAMENT HAVE TO STATE THEIR QUESTIONS, BEFORE THEY CAN ASK THOSE QUESTIONS IN THE HOUSE......IN SHORT......YOU GET PERMISSION BEFORE YOU CAN ASK.
