In the USA, poor people don't get higher education, but in Russia, everyone has the right to higher education, and the only criterion is your mental ability, not the size of your bank account. Of course, there are people who don't want to study, don't want to work at a low-paid job, and want to get a lot of everything at once. But such people do not rob houses and shops in pursuit of change, but engage in larger fraudulent transactions with flats, services, etc.

Or here is another example - Dagestan, where they have made it a rule not to accept cards for payment, everything is done in cash, just to avoid paying taxes to the local budget, and then the population wonders why their roads are bad or their houses are not repaired, Moscow is probably to blame.
