  3. The publisher was New Zealand (Mytona), but the developers are from Russian(Fntastic). Sorry, got that mixed up.

  4. Valve/Steam eventually will. Shit's a scam from very beginning. This will affect the recipient's bank (in this case, Fntastic) and it will not look good on them.
