In China Town no Chinese Business people had legitimate receipts for merchandise, would file loss of business income claims from losses caused by their refusal to maintain their property and they would never produce tax receipts to prove income, no CPA statements, open drug dealings, open sweat shops, violation of building codes on rental property,they had their own set of rules, I handled claims for Willie Brown, met all the politicians, I was told it was better than most big cities
