You forgot that you are dealing with genetics, intelligence is genetic and only the Pacific islanders and Australian aboriginals do worse. Not matter the ethnic make-up of elites a country in that section of the world competent enough to remain a country will be ruled with kinetic power by a small aristocratic style elite. Without them the society will start to resemble the bronze age collapse, the majority have trouble conforming to a complex society, let alone maintaining or building one. Even the elite tend to be on the lower end of average by the standards of anywhere else. Also by giving them free stuff they start trying to create Malthusian cycles, as they don't have the capability for production improvements to break out of it, nor can they because the foundations for it can't be built due to the inability to compete with what is free. It's the welfare trap on a national level.

@FOLIPE African-Americans are not only 10-20% Ulster-Scot, but also as they are. Which is to say that standardised test scores are worthless if they don't have any reflection in reality. More comparable are native African migrants, who genuinely are decent, of course they are also the cream of their countries, the people who should be back home leading. The old leadership were stupid, a bit like the current leadership of the west (which like is the west is because liberalism is a universalising religion, egalitarianism is baked into the moral system, as it a pathology in terms of the idea of the individual). Unlike them however they were reacting to immense international cohesion. Of course like with Israel; maintaining a hostile population was never going to work out, and unlike them they never had the stomach nor vision to admit that.
