Economy is probably the overwhelming factor but certain ethnicities have a tradition of military service and it has become culturally ingrained, the Cossacks would probably be the most interesting group as they have the most contradictions, though if they are even such a group is contentious as one could argue that the Soviet effort to wipe them out was successful and what we see now is a conscious effort at recreation sponsored by the state.
