Cos it's not over 50%, the politicians don't want a shakeup and the small fact that they are pro-American and European and the Serbs would probably not spit on those for fear of polluting their saliva. The bringing them back is on principal (Christianity and Serb nationalism is very pro-monarchy), they would probably be very unpopular for not being anti-nato enough and for thinking democracy is anything other than gay, corrupt and godless. The thing is they are the heirs of Serb hero kings so they would be more legitimate that kidnapping a Romanov or something, though if Russia gets a Tsar again he might have to watch out about going down backalleys.
