  1. Read the description, the guy wasn't changed for being a camp guard (which he likely never was though they did rotate soldiers into the camps during the war so he might have been) but for the murder of Italian prisoners of war while an ss officer.

  2. As in most of these colonial states they weren't unemployed, there was little welfare to allow them to be. They were in sectors of the economy not taxed effectively like traditional farming and hunting or migratory work. Or they were being paid in cash, which is still a common practice in less regulated employment like gardening, housekeeping or farm labour. Government statistics reflect what they record, not strictly what is happening.
