While there is identity, the cultural differences after centuries of living together are not significant, nor are they particularly special. Every other country in Europe also has considerable regional differences. North and South Italy are not the same, Germany is split East to West but also into the old kingdoms. Spain is an internal mess. France is practically an occupied country (by Paris). On top of this the traditional class system had an ethnic component, with the nobility usually having a Germanic background even in Latin countries. Britain is not special at all in it's internal divisions.

@audreyroche9490 Yes there are significant genetic differences, though that is also the case in much of Europe. Parts of France are also quite Celtic. People also tend to forget that there are internal groups with a lot of difference as well, the Normans who settled in Scotland, Wales and Ireland would be fundamental to the military effectiveness of Britain in the 19th century, making up a good deal of it's officers. In England it's hard to tell as there were multiple population transfers from essentially indistinguishable people, though parts of England remain very Celtic on a genetic level, which is part of the reason people from different classes and areas look distinct, the mixture is different.

We live in a managerial oligarchy.

Liberal isn't a uniquely American term, he was referring to it in the sense of it as a school of philosophy.
