It was in fact highly efficient. Those planes were outdated, they couldn't stand up in a conventional fight. They didn't have many veterans nor the time to train new ones, but to use them training people for this. The cost of conventional bombing runs on ships was in fact higher, they had more crew and would get chewed up aiming the bombs. This tactic allowed for the use of byplanes and the maximization of very limited resources. The only resource plentiful was motivated young men, and that itself would soon be stretched because of famine. Better to expend them this way than in the food situation developing. It was somewhat heartless but these considerations were all thought about by military leadership. These men were largely willing, the country was being firebombed, their casualties were insignificant compared to civilian ones, and they were hopeful that their sacrifice would disrupt the Americans. Had the war continued according to military plans then this would have been as mere taste of the attritional war to come.
