You underestimate Japanese military command, even after the first bomb they argued that it was a fluke one off super weapon and that Japan should still fight to the last Japanese subject. The expectation was that people would starve but their calculation was that if they were too costly to bother with then Japan would win by default even if most people died and all the cities were destroyed, just so long as the allies realised they were not worth it and eventually buggered off. And no I'm not joking.

One of the reasons that Manchuria was such a pushover of the Soviets (and yes if the Japanese had carried out the plans they had for use upon a Soviet invasion if would have been a much much worse campaign or them) was because the high command was paralysed with rumours of surrender by the emperor and coups in the making even before the whole thing went official (and a coup fell flat on it's face). The Soviets really invaded at the best time as the Japanese were engaged in internal chaos.
