They actually were in a quickly industriling state with much better living standards in tsarist times (the soviets were always big on rewriting history, especially as they were never shy at all about boldfaced lying), the soviets tanked the economy, quality of living and life expectation. It wasn't until well into the cold war that things got to the level of 'not great, not terrible'.
