There's a lot of corruption involved in government contractors here, they are mostly a means for various people to siphon money off, the quality of work is non-existent. The people giving out the contracts may well be investors in the company, or their higher ups may be.

This was one of those government contacting firms, who always do bad work for vast prices but mysteriously always get contacts despite a very poor reputation. Capita is another. In prior times one might have called it incompetence, but it's increasingly clear that it's just plain of corruption, some of the money being skimmed off ends up with those in government who issued the contacts, that's the actual business model, not whatever the company is meant to be doing, which is why they are always so bad at it.
