As was pointed out it's in the case of people wanting their kids to get the best education they can, most counties don't allow single mum's to send their kids to private or additional tuition just off of welfare and some of those countries are so generous with said welfare that single motherhood is seen by some as a life choice because of it. If you want your kids to have the best opportunities in education in Japan then that is expense even if you are married to a salaryman or both work, which is why income is such a big demand for women of such a mindset when on the marriage market.
