All these "associations" will be coercive, they will have to gatekeep and punish, if they weren't coercive then they would simply not be able to back up their intentions unless everyone agrees. Also it is utopian, you are basically just asking for people to form into Italian city states and use insurance companies as the mercenaries. Also like socialism there is no way for it to persist worldwide unless you expand it worldwide, if I was the leader of a traditional state I would be quite happy with a region filled with this kind of them as my strategic options would be quite diverse and there would be plentiful opportunities for economies of scale and divide and rule.
