It is war and they were a valid target but given the level of discipline and quality of communication equipment even the contact soldiers have the claim that they were found by mobile signals is probably true. I imagine they were told not to turn on or preferably have mobiles but I doubt that that was either enforced nor were conscripts willing to surrender their contact with family and a solution to boredom. Unfortunately this is the nature of a conscript war and Russia has a critical shortage of infantry whichever way so they will mostly be of worth in providing a screen to the masses of poorly guarded equipment the Russian army went into Ukraine with. Given the Russians already cannibalised the units meant to train them earlier in the war it has probably already been accepted that this will become a repeat of the Iran-Iraq war and that they will mostly serve though dying in large numbers.
