They preferred the Walther for executing people as it was relatively easy on the hand when doing it by the hundreds. It's what was used in the katyn massacre.

The makarov is still very widespread and they have post-soviet sidearms as well. They just tend to store large numbers of old guns for times like recently.

The gun designers weren't politically relevant enough to have people killed for criticism, they were looking for feedback so they couldn't be accused of doing a bad job. People got murdered for other things instead.

Pretty sure it's a lot easier to drunkenly shoot yourself when your gun doesn't have a safety. The Makarov also shot many Soviet soldiers, but mostly as an excuse to not be sent to Afghanistan or suicide after spending years deployed in Kyrgyzstan with only vodka to console you.

Think it's been pointed out that they were refurbished in the 50's on mass, unrefurbished ones run a lot better and gunsmith's can restore them to their original state. Part of the refurbishment was probably to ensure they could survive storage for a few centuries.
