Historically not quite, the colonists were often Irish, the leaders Scottish and the traders Welsh but once they were abroad they were British. For the Scots this was very much the case as they (and the anglo-irish nobility and Ulster Scots) made the empire their own to a far greater degree than even the English and the term British neatly covered up this fact and indeed the fact that while the Empire was a boon for the North and Scotland it was largely paid for by the wealth of southern england, large parts of the empire always cost money and that money often indirectly ended up in regions which provided necessary skills, resources and manufactured goods and so kept such places ticking. The Irish upon arrival in the colonies often overwent the most profound charge, with the evolution in identity changing core loyalties, it wasn't uncommon for a rabid Irish nationalist to end up a diehard British Imperialist after a few years in even a fairly secure colony like Canada or Australia, in India and South Africa you can imagine how extreme it could end up. English themselves were still very prominent but less so than their numerical superiority would suggest, they were also more than happy to take on the bonds of group loyalty with the other nationalities, and certainly when you are in China or Ceylon a Scotsman will practically feel like your cousin.
