You could kill potentially billions with a famine at any time, global supply chains rely on the factors which aren't guaranteed, if they break down or lose effectiveness Africa and the Middle East are toast and many other regions extremely vulnerable. Unlike nukes there is a fairly high probability of it happening. Plus the set plan seems to be to import them all to Europe, I presume this is what is meant by pronouncements that we are in the beginning of an age of migration (in case you are wondering the last migration period killed western Rome and was until fairly recently called the dark age, here in Britain the dark age was literal (we have basically no written sources, random Irish monks often have to fill in gaps or otherwise things are just unknown) and most of the native population of England were exterminated or enslaved by sea invaders who would take over as the Anglo-Saxons).
