  3.  @jeepstuff4004  No, there hasn't. Most of this area was essentially completely unpopulated before 1900. If a landslide and flood did happen it would basically affect nobody. Now hundreds or thousands of people live downstream, so if an outburst flood happens then now you have hundreds or thousands of people at risk.
