@lissyflur1907 Russia has always brought in foreign expertise for petroleum and construction engineering on difficult projects. They also have learned to rely on stealing, acquiring, and copying Western defense technologies since they have never been able to afford the research and development. This problem is especially true for permafrost drilling and operation of the rigs that only the US and Canada have. Their warmer oil heads are within their petroleum engineers' ability to operate/close/re-open, but not the extreme cold ones. I doubted Zeihan on this, then studied Russian University of Moscow Economic History of Russia specific to their petroleum industry for more insight. They brought in foreign engineers to help them go from a net importer to net exporter by the 1970s, then used the revenue to camouflage their structural weaknesses of their political-economic system. They could have invested in domestic civil infrastructure development, but spent it on trying to keep up with the US in the arms race.

Russia and the SSRs had vast petroleum reserves stored in large above-ground and maybe underground tanks. Any of those tanks that are still intact would be at capacity already. They're for wartime contingencies.

Under Trump, oil got down to under $40/barrel regularly. It was an imperative for Russia to get someone else into the WH at whatever cost. Sane for Pfizer, Merck, Bayer, etc. Trump directed his HHS to authorize 900-1000 generic drugs per year, which flattened and even dipped their profits.
