  1. Trump has been working with teams of lawyers for decades. DOGE is a re-naming of an Obama program, so it was actually crafted at a much higher level than even Peter noticed. Peter is falling for the public image Trump has created of a simpleton. It's one of the most difficult things for an accomplished leader to pull off, namely convincing people they aren't as brilliant as they are. Trump has done that in spades. Because of Peter's personal bias, which he often is able to dispassionately manage well, He overlooked this aspect of Trump's public image vs his behind-the-scenes managerial style.
