Buynaksk on Sep 4th, and Moscow on Sep 9th and 14th, then caught the FSB agents planting a bomb in Volgadonsk that was announced to have had a bombing 3 days in advance by Duma Speaker, Seleznyov. Official investigations were not allowed into the bombings, and they were blamed on the Chechens, allowing Deputy Prime Minister Vladimir Putin to launch the 2nd Chechen War with aerial bombings of Grozny to make himself look like Russia’s new strong man.
