  1. It seems totally inadequate to claim that local authorities can't address this issue because the smell infringes on the neighbors and renters. This is like a neighbor who makes too much noise which would be a public nuisance. This is the same thing. Even that idiot for a reporter seemed to favor the neighbor is not doing anything illegal. What's more if this is a border dispute have the border resolved through the county officials. Then sue the guy which of course can get expensive, but if the plaintiff is in the right he can force the orher guy to pay legal costs.
