When Baker said “not one inch East” it referred strictly to no NATO troops going into the former East Germany while Russian troops were stationed there. Putin broke the Minsk Agreements from day one. Russian troops and Russian paramilitaries were supposed to withdraw from occupied territory. They didn’t.
