Assange refused and Trump added the seventeen charges under the Espionage Act to the original hacking charge by Obama. I think the Russian GRU officer Kilimnik, an old pal of Manafort from his Ukraine days who worked on Trump’s 2016 election campaign, gave the emails to Stone and Manafort who gave them to Wikileaks.
