So called "Police instructions" are often petty, and unnecessary, and are done, not for safety, but with the intent to degrade, subjugate, and dehumanize peaceful innocent people.
Police think of themselves as "destroyers" of the their victim's spirit and psyche. Police use enforcing traffic laws as an opportunity, not to serve and protect, but to boost their ego by dominating and demeaning people, for what is often a minor infraction, or no infraction at all.
