Houston's mayor, another Democrat, is legally liable for his statement, and he should know that he is, since he's an attorney. When he makes a statement that is counter to the state's warning, and causes the destruction of peoples lives, he is liable, civilly, and possibly criminally.
This is a prime example, that the state and federal government can't save you from everything. The most it can do, is offer a warning, and help once a disaster is over. It is also a prime example of not listening to a mayor, who is partisan hack.

9hundred Live: Of course BLM has been somewhat peaceful, but only after their members shot several cops, where the group, along with its donors, were sued over it. It was over Baton Rouge police shooting.

So far, ANTIFA hasn't murdered anyone, but they have charged some of their members with felonious assault and malicious wounding.
