The Monroe Doctrine was about the Eurasians, mainly France, Austria, Prussia, and Russia after 1814, trying to take land in the Americas (American continents), and Socialism/Communism is a soft power method used by the Europeans to do just that. France, under Napolean III, was using soft power to prod the Democrats into the Civil War. It was FDR who agreed to noninterventionism, but of course, he, and those like White and Hiss, wanted the Communists to take over.
