  1. It's the poor staffers that read the bills, and are supposed to pick out the bad legislation and give that to the congressperson. Congresspeople, with small staffs and offices, need longer to read through all that legalize to understand it, and to check what other laws it alters. Then, there is the whip of their party, and not many have the balls to go against them.
