  1. The government, especially the DEA, does not even understand what the term, narcotic, means. I would state that all forms of marijuana or THC should be moved to schedule four or five, and Heroin be moved to schedule two as injection only. Heroin is still used in Europe, and I can see its use in helping dying cancer patients. I also see THC helping with many maladies, since it has been proven by science to do so. The UK was guilty of addicting China once, which led to the Opium War that placed Hong Kong under British rule, until not too long back.
