  2. One of the left's big lies is the source of non-serialized guns, or ghost guns, which they claim are built from kits. Frames or receivers and slides can only be sold to someone holding an FFL, and any others have not been fully machined. Black powder firearms are exempt. If they are purchasing fully machined slides or frames without serials, then someone is selling them illegally to start with, so no new laws are needed. Most criminals, though, merely grind the serials off, or they use illegally imported or stolen guns sold on the black market. An EO is not a law to start with, and it can only direct Federal agencies.
